Mr. Yousfani was born on October 15, 1964. He passed his matriculation
examination (Science Group) with distinction in Biology, Chemistry and
Mathematics securing first division in the year 1980 from Government
Comprehensive High School, Mirpurkhas. He joined Shah Abdul Latif
Government College and later Government Degree College Latifabad for
further studies. Thereafter, he passed the intermediate examination
(Pre-Engineering Group) with distinction in Physics, Chemistry and
Mathematics securing first division in the year 1982. He earned his
Bachelor of Arts Degree from Sindh University Jamshoro with distinction in
Economics as an external candidate, securing first division in the year
1986. He received his Bachelor of Engineering Degree with major in
Electronics from Mehran University of Engineering and Technology, Jamshoro
with an outstanding performance and was awarded two Gold Medals as well.
Due to the academic achievements, he was awarded the Merit Scholarships by
Mehran University and Quaid-e-Azam Aligarh Scholarship Trust throughout
his professional academic career spanning over a period of four years.
Because of his superb academic achievements and accomplishments, he was
offered the position of Lecturer, Department of Computer Systems
Engineering at Mehran University of Engineering and Technology, which he
joined in December 1988. He taught for four years to undergraduate
students of Electronic, Computer Systems and Industrial Engineering at the
university. He has four research papers to his credit during his teaching
tenure at the university and had the opportunity to present his work at
the national level. He served the private sector as Logistics Engineer,
Union Texas Pakistan Incorporated in the field operations at Khaskheli Oil
Fields, District Badin Sindh for a short span of about 4 months during the
year 1992. On clearing the Competitive Examination, 1991 conducted by the
Federal Public Service Commission, Islamabad on a national basis, he
joined the Civil Superior Service of Pakistan after allocation to the
Commerce and Trade Group. He served under the ministry of Commerce,
Government of Pakistan as Assistant Director, Export Promotion Bureau for
a period of over one year. Before being posted as Assistant Director, he
had to undergo an intensive training programme (20th CTP) at
the Civil Services Academy, Walton, Lahore and a Specialized Training
Porgramme at the Foreign Trade Institute of Pakistan, Islamabad. While on
transfer to the Central Board of Revenue, he served as Assistant
Commissioner of Income Tax at Hyderabad after successfully completing
another intensive specialized training programme at the Directorate of
Training (Direct Taxes), Lahore. During his service with the Federal
Government of Pakistan, he re-appeared in the Competitve Examination, 1993
and stood 11th in the countrywide merit list and 1st
in the province of Sindh. As a result of this examination, he was
allocated to the Customs and Excise service group of the Federal
Government being his first choice. On successful completion of yet another
intensive specialized training programme at the National Institute of
Customs and Excise, Old Custom House, Karachi, he was posted as Assistant
Collector of Sales Tax, Hyderabad, where he worked for one year. His
assignments at Hyderabad included the Headquarters,
Establishment/Administration, Post-return Audit of the taxpayers,
Processing and Assessment of the sales tax returns; Adjudication of the
sales tax contravention cases; computer and MIS related matters.
Thereafter, he was transferred and placed at the Collectorate of Customs
(Appraisement), Custom House Karachi, where he worked as an Assistant
Collector of Customs. His assignments in the Appraisement Collectorate
related to the Appraisement and Examination of the goods imported through
sea (both containerized and bulk cargo), Administration, Recovery of
outstanding Government dues, Supervision of the Customs Bonded Warehouses
-public, private and diplomatic- and post clearance audit of the imported
consignments. Due to his outstanding performance in the field of revenue
collection and detection of the cases of evasion of duties and taxes
leading to the recovery/realization, he received monetary rewards in
excess of two hundred fifty thousand rupees in various cases. During his
tenure at the Appraisement Collectorate, Mr. Yousfani attended and
successfully completed full semester credit courses on Management
Principles and Financial Accounting at the Institute of Business
Administration, Karachi for broadening and improving his professional
outlook. He was then assigned the job of Assistant Collector of Customs in
the Collectorate of Customs (Exports), Custom House Karachi with effect
from January 1999. His responsibilities in this Collectorate included the
Headquarters, Administration/Establishment, Profiling and categorization
of the exporters, Adjudication of the contravention cases and sanctioning
of the duty drawback cases in respect of the exported cargo. In the year
1999, he participated and successfully completed an intensive training
course at the Institute of Business Administration Karachi specially
designed and tailored to meet the professional needs of the officers of
the Customs and Excise group of the Federal Government of Pakistan. This
course focused on the use of computer for improvement of the personal and
organizational productivity, Management Information Systems and Change
Management.
Mr. Yousfani had served as Deputy Collector of
Customs in the Preventive Collectorate Karachi. He was charged with a
variety of responsibilities ranging from Appraisement to the Enforcement
work including the interdiction of Narcotics and Psychotropic substances
at General Post Office, International Mail Office, State Express,
Passenger Traffic, Unaccompanied Baggage Sections and Commercial Imports
at the Air Freight Unit of Quaid-e-Azam International Airport Karachi.
He attended an evening MBA programme at the
Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (SZABIST)
Karachi – a chartered and recognized degree awarding institution (www.szabist.edu.pk).
He earned MBA degree and received a Gold Medal from SZABIST for being the
Best Graduate in the year 2003. While studying at SZABIST and working for
the Federal Government of Pakistan, Mr. Yousfani received Joint Japan
Worldbank Group Scholarship for pursuing Master's Degree in Economic
Policy Management at Columbia University, New York, USA. He completed his
studies at USA and was awarded Master of International Affair Degree with
Major in Economic Policy Management in the year 2002.
Mr. Yousfani enjoys varied experience in
teaching, research, administration, adjudication, assessment/appraisement
of direct and indirect taxes, post clearance audit, recovery of arrears of
Government revenue, value added tax administration, income tax, wealth
tax, computer hardware and software and its application in taxation
systems. He has attended professional meetings and represented Pakistan at
Revenue Canada, Ottawa in November 1998. The study tour with Revenue
Canada aimed at evaluating the Canadian experience and administration of
the WTO Valuation Agreement and its application and implementation in
Pakistan. Since then, he was committed to the task and had conducted 50
plus workshops and seminars at different places in the country for
training the customs officers, custom house agents and trade and industry
personnel. His lectures included the Concept of Transaction Value,
Agreement on the implementation of Article VII of GATT, comparison of the
Brussel’s Definition of Value and the WTO Valuation Agreement.
Mr. Yousfani has received intensive
professional training at the National Academy of Higher Education,
University Grants Commission, Islamabad and other academies and national
institutions for the officers of the Civil Superior Services of Pakistan.
He enjoys cross-disciplinary and cross-cultural experiences. He has also
received training on various aspects of computer hardware, software and
Networking, Management Information Systems and its application for
information transfer.
Mr.
Yousfani can handle any assignment ranging from teaching, research
(theoretical and field studies), administration, human resource
development, direct and indirect tax administration, assessment and
adjudication, financial evaluation/ study and fiscal policy matters in
view of his outstanding and strong commitment, administrative abilities
and leadership qualities in addition to his skills and experience in
varied fields. He is devoted and dedicated personality. |
